Senior Technical Program Manager

Sarajevo (hybrid), or remote within CET time zone

Authority Partners is seeking a Senior Technical Program Manager to join our global PMO team and lead client-facing programs and strategic initiatives across multiple workstreams.

This is a senior-level role that blends program management, product thinking, and technical leadership. You will serve as a trusted advisor to the client, owning the roadmap, driving prioritization, and ensuring alignment between business objectives, engineering execution, and long-term platform evolution.

You will work across several programs delivering IT initiatives, requiring strong organizational skills, strategic judgment, and the confidence to lead, challenge, and advise, not simply execute predefined processes.

This role is ideal for a Senior Program Manager with an engineering background, strong understanding of product management, and experience operating in complex, client-facing environments. 


Key Responsibilities

  • Own and lead the end-to-end roadmap across multiple programs and workstreams
  • Act as a senior client-facing leader and trusted advisor, guiding roadmap decisions, sequencing, and trade-offs
  • Partner with client stakeholders to translate business needs into structured initiatives
  • Proactively identify opportunities for optimization, modernization, and long-term value creation
  • Challenge assumptions constructively and provide strategic recommendations
  • Ensure roadmap alignment with business priorities, technical constraints, and risk considerations
  • Drive program planning, dependency management, and cross-team coordination
  • Manage intake, prioritization, and refinement of the backlog
  • Ensure clarity of scope, success metrics, and acceptance criteria for enhancement initiatives
  • Partner with Delivery Managers and Tech Leads to ensure execution aligns with the roadmap


Product & Technical Collaboration

  • Apply product management principles to backlog shaping, roadmap definition, and value prioritization
  • Collaborate closely with engineering teams to ensure technical feasibility and sound architectural decisions
  • Leverage your engineering background to communicate effectively with technical stakeholders
  • Support technical decision-making by balancing business value, delivery effort, and risk
  • Incorporate security, compliance, and scalability considerations into roadmap planning


Governance, Risk & Continuous Improvement

  • Identify, assess, and manage risks across programs, including technical, operational, and delivery risks
  • Establish and maintain clear governance, reporting, and communication cadences
  • Promote continuous improvement across planning, prioritization, and delivery practices
  • Contribute to PMO best practices and mentor less senior PMs when appropriate


What You Bring

  • 6+ years of experience in Program Management, Technical Program Management, or similar senior roles
  • Strong engineering or technical background
  • Proven experience managing client-facing programs across multiple concurrent initiatives
  • Solid understanding of Product Management, roadmap ownership, and backlog prioritization
  • Ability to operate independently, make decisions, and lead at a strategic level
  • Excellent stakeholder management and communication skills, including with senior client leadership
  • Hands-on experience with tools such as JIRA, Azure DevOps, or equivalent
  • Fluency in English (written and spoken)
  • ​​​​​​​Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology, or a related field


Preferred Qualifications

  • Background in both Program and Product roles
  • Experience working with distributed, international delivery teams
  • PMP, PMI-ACP, SAFe, or relevant Agile / Program Management certifications
  • Previous experience in a technical role (Software Engineer, Architect, QA, or Technical Consultant)
  • ​​​​​​​Experience or strong exposure to Cybersecurity, secure systems, or regulated environments is a plus
